A retired Law Enforcement Officer with 32 years of experience. He started his 20-year career with Homewood Police Department in 1988. He served HPD as a Patrol Officer, Patrol Sergeant, Detective Sergeant, Administrative Division Commander, Patrol Division Commander, Internal Affairs Supervisor, Public Information Officer and Polygraphist. He retired in 2008 to accept a position with the Birmingham Police Department. He served 12 years with BPD, as a Lt. Commander in Administration, Internal Affairs Commander and Executive Assistant to Deputy Chief of Investigative Bureau. He retired in 2020 at the rank of Captain. He worked as part of a Consulting team to perform Threat Assessments of all Birmingham City High Schools, to include recommendations and policy revisions to Standard Operating Procedures. He also performed duties supervising Executive Dignitary Protection details. He organized a draft Committee to establish protocol for critical incidents involving Birmingham City School system by bringing together all the entities that would be involved and clearly defining the roles of each. Dennis Shepard has a Bachelor of Science from Tuskegee University. He is also a graduate of the Southeastern Command & Leadership Academy, where he was a recipient of the Innovator Award. He is a graduate of Argenbright Polygraph School (1998). He attends The Worship Center Church, Bessemer campus. He is a member of the following civic and professional organizations: NOBLE – National Organization of Black Law Enforcement Executives Kappa Alpha Psi, Inc. Alabama Polygraph Association MCJEA – Metropolitan Criminal Justice Executives Association He is married to Stephanie M. Shepard, and the father of one son and two daughters.
